I'll accept the "It's busy" excuse (hell i'll even make that excuse for 'em) if they seem to be trying as hard as they can, but failing in spite of their best efforts. It's not the waiter/waitresses fault that the host/hostess accidentally sat 5 consecutive parties of more than 4 people in their station. But yeah, the "bad day" thing ain't my problem.
