"Defend yourself" could mean kill everyone on the plant or it could
mean retreat to fight another day, so there's not much in that
statement.

It does spark an interesting question for me though: if a good
strategy and its tactics are based on goals and measures, what would
the right measures be to judge "the war on terror"?

Arguably I'd say we've made significant progress on that front,
although I think the price is ridiculously high.  That is, we could've
done more with less.
