You're right, but I think this belief, or this ideology, is predicated on
the fact that this applies when MY guy is president. I wonder what Cheney
would think about granting additional presidential powers to President John
Kerry.

If that's the case, the thinking is less of a true belief of how the
government should operate, and more of an "exploit of convenience" to get as
much power as I can when my time comes.
