no, they don't have to buy the full version.
They should have had Windows XP to begin with.

So now they just need to Clean Install Windows XP, then stick the
Vista Upgrade CD in and run that.

It's one extra step in the process meant to annoy users enough that
they pay extra 160US or so to purchase the Full Installation version.
