I usually don't spend time responding to people that go overboard with the
shift+4 but...  ;^)

While it is annoying to power users it shouldn't affect general users in the
least - they're going to either get Vista on their machine or upgrade as
recommended.

So, we're left with power users - people like us (I presume).

For these people things aren't nearly as bleak as they might seem:

When doing an upgrade you can still choose to do a "clean" install.

This install (available from the "Custom" options) backs up the old OS and
installs Vista with none of its resources.  You can later, of course
eliminate the backed-up OS.
 
As for the annoyance of installing a previous OS I feel the pain - but still
see some of the point.  As I understand it MS wants to tie the upgrade key
more closely to the upgraded OS.

I'm sure YOU never would, but some people actually install a new OS while
continuing to use the OLD OS on another machine!  Or just plain give away
the old OS while keeping a copy of the disc just for upgrade installs.

This makes that just a little harder and definitely more annoying.

(Although if you WANT an easier way out remember that Vista can also be used
to upgrade Windows 2000 installations - which don't have the activation and
driver issues and have a much quicker, smaller install than XP.  I've not
tried it but I wouldn't be surprised if you could also upgrade from Win95.)

In short this will be annoying, but not to many and not in any truly
troublesome way.  You have to spend some extra time installing the previous
OS before you can do a clean install - that's it.
