When 3000+ of your fellow countrymen are burned beyond recognition by jet fuel, or are forced jump to their deaths from 80 stories up, for no fucking reason at all......you'll be in a better position to talk about our "paranoia".
Look, if I saw one of these things, I'd be a little suspicious. Would I think it's PROBABLY not a bomb? Yeah. But could i be 100% sure? In this day and age? No. So i'd report it. And once that happens, authorities can't take any chances. This situation seems like it was handled about right. Put yourself in their shoes, what would you have done? Now that it was shown to be a prank though, I don't think you come down TOO hard on these guys. They should have to pay some of the costs incurred by this whole mess though.
