Increasing the already heavy tax burden on upper tier earners, is most
certainly a disincentive. Taxes cut into the "reward" part of the "risk vs.
reward" paradigm that is at the heart of an entrepreneural (sp?) system. At
some point, you take enough of the reward away, that I simply cannot justify
taking the risk.
