I question that number, but lest's assume you are right. They are

A progressive tax system is usually considered fair. The danger in
that is when you let the high end get out of hand, as I pointed you
with my Mick Jagger/John Lennon example, What we have going on right
now though is a move to a regressive system where the poor and the
middle class pay more.

I am not sure what the answer is, but I was intrigued by the fair tax
proposal Cameron brought up a while back. I have not decided if I like
it, but here's a link. It may be better than tthe clearly
dysfunctional current system.
