"Then, why, o why, do we need more laws?"

Slippery slope here.

It could lead to saying we don't need to watch out for things that
don't happen that much.

Where do you draw the line?  What situations apply (politicking in
class, shoplifting, hate speech, demonstrating, sleeping with
students, etc)?  Do some existing rules need to be removed since
infractions don't happen that much?  If it happens one time, is that
too much? Etc. Etc. Etc.
