Not in some places it isn't ;) The Militia thing isn't a moot point. The Constitutions of the various states have provisions for militias and in the even that all hell should break loose people will need to be able to defend their homes and potentially their country.
It isn't about going against the Army, if we are in an all out war with China. And our troops are over there who is here to defend the country?
