They've been cited a lot by Amnesty International for using torture on 
dissidents etc. You can do a lot with a pair of pliers, and the Iranians, 
especially the Revolutionary Guards are considered experts.

Besides the training now given by the military leans towards trying to avoid 
torture instead of playing the hero.

Everything I've found on the issue suggests it was as the British Navy says it 
was, a simple anti smuggling search.
