In November 1917, the British government issued the Balfour Declaration,
announcing its intention to facilitate the "establishment in Palestine of a
national home for the Jewish people." In 1922, the League of Nations granted
Britain a mandate over Palestine which included, among other things,
provisions calling for the establishment of a Jewish homeland, facilitating
Jewish immigration and encouraging Jewish settlement on the land.

No mention of America

On 29 November 1947, the United Nations General Assembly voted 33 to 13,
with 10 abstentions, in favour of the Partition Plan, while making some
adjustments to the boundaries between the two states proposed by it. The
division was to take effect on the date of British withdrawal from the
Mandate Territory of Palestine. Both the United States and Soviet Union
supported the resolution.

Note that the Soviet Union was just as behind the creation of Israel as the
US was, which is easily seen in the votes of its client states.
