its public behavior in a public placer, therefore there is no violation of 
privacy. If people think that being in a car is private behavior they are 
mistaken. Besides I remember seeing some reports that people would do all they 
could to violate HOV regulations, using mannekins, inflatable dolls etc. Its 
completely contemptible behavior.
