The problem is that those people consider it a cost of commuting. Myself I 
think that they should double or triple the fines, and then have a bounty 
system to catch violators. Send in a picture of the jerk in the HOV lane from 
your cell phone that clearly shows the license plate of the car and a date time 
stamp and you get 10 or 15% of the fine. I think that would be more effective 
in catching violators than a network of cameras or IR detectors. Moreover 
getting a free 30 or 40 bucks off some jerk being an ass is always nice.
