I'm with Gruss on this one. Don't bring up 3 billion as an unreasonable cost when the cost of the War is approaching a Trillion dollars. Regardless of what any of us believe personally there's enough science out there to warrant this kind of expenditure even if the question's ultimate ambiguity is conceded.
