I'm with Gruss on this one.  Don't bring up 3 billion as an unreasonable
cost when the cost of the War is approaching a Trillion dollars.

Regardless of what any of us believe personally there's enough science out
there to warrant this kind of expenditure even if the question's ultimate
ambiguity is conceded.  Consider it, if nothing else, insurance - and cheap
insurance at that.
