A bar isn't a public place, public means owned by the government, it is a private place owned by an individual or company.

I am all for personal rights, but they stop when your enjoyment of those rights steps on mine in so many ways. You can argue that it's a slippery slope all you want, but smoking has zero redeeming qualities for society and tons of negatives for those who smoke, those who are around the secondhand smoke, and the pocketbooks of everyone who pays taxes into the medicare system or who pays health insurance premiums either directly or indirectly via their employers. Indeed, there are tons of reasons that smoking is bad, but really only one that matters when you are talking about public smoking bans. Secondhand smoke - both for the public's health and for individual's pursuit of happiness.
