So in theory if a product cost $100 and the reseller purchases it at $94 they can sell it at what ever cost they choose and have a stipulation that to retain the account, they would need to sell say 3 every 6 months?

I do this for a website building program. The structure is: I pay $6 per site to the company and then I charge whatever I want. I make my own packages so my profit is based on which package you take. I end up charging $19.95, $29.95 and $39.95 and just pay $6 for each. They charge me a $60 per month minimum and I bill my clients using freshbooks.com.
