Not sure I follow your below logic ... but what I do:

I have a set menu of prices and my resellers sell 4 packages. I have my own
minimum price for each package that I must receive. Typically the resellers
sell the client the packages at their own prices. I bill for my minimum.

Since they are resellers, they do have the option to rebrand the service if
they so wish.

I do not have a minimum number that must be sold every month.
