It's bogus to have a cost of living average? By definition, the poverty line is basically the cost of living average. Anything below that line isn't enough to support yourself. Anything above that line should be enough. So, the poverty line is bogus I guess. I guess you would promote an index based on location. IMO, that would kill the fair tax as it stands since it would bring too much lobbying and bs back into the system.
