Non-traditionally. Using mind games vs. bullets. Subversion. Economics, maybe? (Globally is probably the only way that works). I like the "train replacements" idea. It's only doable for so long, and it requires, um, replacements. It's the considerate thing to try tho. It's pretty obvious from history that, say, bullets, didn't bring some semblance of peace to, say, Ireland. No, I'm pretty sure it was something else. That "something else" is what you need when you don't have good targets for an Army or whatever.
