And it sounds like the 2 theories are: (1.) an American presence is Iraq is a show of force that cowers the terrorists and keeps them under control. Therefore, since Obama is promising to gather the JCS and look at a thoughtful evacuation strategy, the terrorists would see this as a good thing. (of course the actual quote was meant to say that the terrorists would have one of their own in office since Obama is dark skinned, "the optics", like them.) (2.) Obama would be able to unite more of the World to help shoulder the existing burden, as well as any ongoing peace efforts, thus removing perceptions that Americans are Muslim hating imperialists. Further, due his leadership style, he would be able to swing hearts and minds by taking and holding the moral high ground in the eyes of the Arab population. Thus by turning the argument from positional to principle, and aligning the World behind the principle, he removes America from its corner.
