Some regulation akin to Britain's rules on whips sounds reasonable.

As for other sports, in schutzen guard dog training, trainers use a method
that involves rewards and punishments to teach the dogs obedience. Rewards
include food, strokes, and verbal praise. Punishments include forceful
verbal rebukes ("No!") and open-handed slaps to the shoulder of the dog.
This kind of discipline is akin to slapping a child on the bottom. Basically
all you are doing with the slap is getting the dog's attention.
