Actually I did comment on this:

"...Not all jockeys whip horses. You might see them waving the whip, but
sometimes they are just waving it, not actually making contact. There are
"excessive whipping" rules in affect these days that carry heavy fines and
suspensions. It's not in anyone's best interests, horse included of course,
to violate those rules."

I suppose I did not say whether or not it was cruel. It *is* cruel if it is
excessive and I don't appreciate it either. It is not cruel if done
correctly, and yes, there is a correct way to use a whip. Correctly is
usually the "threat" of the whip, not actually using it. A smart tap on the
rear, a flicker on the neck has always been all I've ever needed.

And I'll tell you right now, I've ridden my fair share of stallions, and I
will not be without a riding crop on a stallion that can be a handful. It's
an attention getter. They don't like it. It stings like a horse fly bite.
Horse acts up and starts getting out of hand, usually a strong voice or wave
of that crop reminds them who is boss.

And yes, I am the pack leader, head honcho, herd commander. These are
1200+lb animals that have the capability of killing and maiming without
realizing it.
