Probably. I was reading recently about camel racing in the Emirates. Up until 
recently they used very young kids as jockeys, that is until the international 
outcry forced the owners to change. They're now using small robots as jockeys - 
and the sport apparently is as popular. Something similar could be done with 
horses - the tech is already been proven.
