Not sure, I know there's Ray Camden's Lighthouse Pro bug tracker that can be easily adapted. Given that it runs just fine (from what I understand) on Open BlueDragon for J2EE, that may be a low cost alternative.
You would need to get an application server like TomCat (http://tomcat.apache.org/download-55.cgi) or JBoss (http://www.jboss.org/jbossas/). Then Open BlueDragon (http://www.openbluedragon.org/download.cfm) - note they also have a preconfigured version that runs on top of the Jetty app server. and last but not least, LighthousePro (http://lighthousepro.riaforge.org/). That would provide an open source application platform.
