Far too simplistic. There's no doubt that welfare is a flawed system and encourages people to have children out-of-wedlock, and basically undermines the family structure. But simply limiting it and trying to control how many children single mothers have will not solve the problem and get them out of poverty. There are no longer enough well-paid, low-skill jobs in this country, decent education for the impoverished is hard to come by, lack of family planning resources, etc. all contribute to the problem.
