Ah, but our idea of what "taking care of themselves" is not the same as they 
see it. When "gaming the system" is what they know and learn, then by doing 
that they *are* taking care of themselves. The trick is we have to change the 
system and change the underlying culture along with it. It's not easy, and 
that's the problem. People think there are easy solutions and there simply 
aren't.

Of course not, and to do so is crippling, that's obvious. But the issue is that 
far too many people simply want to just take away the handouts when that alone 
is not going to fix the underlying issues that are driving the poverty rates 
up.
