The only firm proposal I've seen was the 4000 dollar tuition credit
for college in exchange for 100 hours of community service.   That's
40 bucks an hour. Doesn't seem a bad quid pro quo to me.  Might not
fly in states like Georgia where the Hope scholarship pays for
college, but could be a good idea elsewhere.

And fifty hours a year for high school students works out to less than
an hour a week.  Any kid has that much spare time.
