That's just it, whose to say we won't be in some kind of combat? Racial tension, ideological tension, economic tension, bigger more intrusive government, police becoming more and more militaristic.
While I'm certainly not anti-government, I could see the potential for collapse or even near collapse for a great many different reasons that could require their use.
