Sounds like cabling issues.  Do you have different cables to try?

Is everything on a surge-protector or something?  Sometimes it can be
the power...

But I'm thinking the cables/rf box are the issue-- hopefully not the
cable from the wall.  :-)

Maybe you could use an old VCR or something to do some tests, and cut
out some of the middle-men?
