Ed Rollins has been a tool since...well, I only remember him being a
tool back to Regan but I wouldn't be surprised if it went back farther
than that.

But it makes my point well enough. Every administration Reagan onward
has promised to spend wisely. But what did they actually do toward
that end? Obama is making a cabinet-level position to do exactly that.
Anyone else done anything remotely similar?
