I assume you have never worked in or with the federal government in DC. The
bureaucrats run the show on a day to day basis. Good luck reining in people
who it is virtually impossible to fire. And forget about selective
punishment, like posting uncooperative people to really crappy jobs. You
might as well walk through every agency in DC with a sign on your back
saying, "Kick me, I'm an asshole".
