It may have something to do with the minor matter of upwards of 4 to 5 million people descending on DC for the inauguration. If that's not an impending disaster not much else is. 30 degree weather, no real transportation (they're closing down the bridges to Virginia for instance), an extreme security zone. They're already predicting 30 mile backups on I-66 and I-95 leading into Washington. You get the idea, this can be a classic demonstration of disaster management. Try thinking beyond your petty ideology for once. But what the hey, its not your party's president so if its a disaster it just peachy with you no? In other words its a looming disaster that FEMA does have to be involved in.
