I am pretty sure multiple people can enter data at the same time.  I also
believe that if two people are on the same record, the last person to save
gets a warning message about the other changes.  There is an option under
the advanced tab that can allow the database to be opened in exclusive
mode.  Also, there is another option for locking records.

Finally, there are real issues with running access 2000 over a network.
That is, if the database is on a server that people map to, it will come to
a screeching halt when more than one person connects to it.  I am not sure
how this applies to 2003 or 2007.  Since it was such a big problem with
2000, I would guess it was somewhat fixed.
