Way to dismiss a billion people in one breath, nice going. The Iraqi people elected a rather mild government, all things considered. The government took on Al Qaeda, took on the Iranian-backed Shiite militias, brokered peace with the Sunni Awakening, and actually put themselves in a position to be successful as a pluralistic democracy.
