I guess the point I am trying to make is that if you engage in dangerous behavior, whether it is smoking, drinking, sky diving, swimming with sharks, etc, it should not become a burden to tax payers.
I will admit that there a a percentage...a small percentage...of people who started smoking long before the extent of the danger of this activity was known. But for the most part, anyone who smokes knows the dangers.
