And all those things get considerable warning that it's going to happen does it not? If it's a business phone (or other business to business service) they don't just shut you down, they hound you for ages and go to collections. Personal hydro etc is completely different. They don't just out of the blue shut you down because you owe them money and mention you switch phone companies.
