Yes they DO. I've had first hand experience. I'm not talking out of my ass.

You get 30 days to pay for some of these. Water has no grace period.
Phone is shut off after 60. No ifs ands or butts, unless you arrange
something.
The servers go off ater 15 days. No grace.
The electric shuts off completely after 30 days. No grace. No, "I'm sorry
it's cold". It's just off.

This: "They don't just out
of the blue shut you down because you owe them money and mention you switch
phone companies."

Is not the issue. The issue is UNPAID bills. He has a right to terminate
hosting is they havent paid him for it. It should be separate from unpaid
coding charges.
