If they don't act then that's their business.  Perhaps "the rest of the 
world" was too broad.  If Iran starts lobbing nukes in our direction I 
would hope that the Unites States would have enough testicular fortitude 
  to unleash its nuclear arsenal against them whether the rest of the 
world wanted to participate or not.  And by "our" I mean the U.S. or its 
territories.  If they fire a nuke at Israel, that's Israel's business, 
not ours.  I know that's a touchy subject for some people, but I have no 
connections with Israel, religious or otherwise, so that's just how I 
feel about it.  There may be alliances and mutual aide treaties 
involved, but that's a different discussion altogether.
