Oh, yawn. We've discussed this to death. Bush and the republicans had control of Congress in 2005. They made a couple of speeches, and then did nothing else to insure the legislation passed. McCain came late to the issue when it looked like it might be a savvy political move.
It's time to stop placing blame on the mistakes of the past and fix the problems.
