Let's try it a little different:

A major feeder road into MSP, 394, has a progressive tax rate: if you
drive in early in the morn it'll cost, say $0.25.  But if you drive in
at 8am you might pay $1.25.

The analogy isn't perfect, but the concept is the same: more utility,
more tax.  Rates only magnify the effect, they don't change the
effect.

The concept is more utility more cost, the effect is more tax.

And taxes are the most patriotic thing most Americans do.
