Let's try it a little different: A major feeder road into MSP, 394, has a progressive tax rate: if you drive in early in the morn it'll cost, say $0.25. But if you drive in at 8am you might pay $1.25. The analogy isn't perfect, but the concept is the same: more utility, more tax. Rates only magnify the effect, they don't change the effect. The concept is more utility more cost, the effect is more tax.
