I'd refer them to these people: http://www.presskit247.com/
Never used them myself - but I've heard good things about them thru others. It's no SEO alone anymore that gets good rankings. It's articles and content and linking. It can be a part-time job or even a full time job depending on the "need" to be ranked as high as possible, etc. Oftentimes it takes at least a few weeks to really show up in Google naturally with no other outside work done (blogging, articles, link strategies). Sometimes you get lucky and you're listed in mere days. Google is a weird machine and their sandbox can be pretty deep. And you never know when the tweak the algorithms either. Sites that have been listed top 10 for months, suddenly appear on page 34 for no reason at all. If all you want to be is focused on development and you've made sure the basics are covered (page title, keywords, meta tags, alt tags, decent sitemap and site submitted to SE's and directories) then referring them to someone heavier is VERY MUCH recommended. You could spend weeks at the SEO game....
