Oh stop. Congress was asleep at the wheel, and they are responsible for
writing the laws. Congress - controlled by Democrats - failed to do anything
for two years from '06-'08. Back in the 90's, Clinton laid the foundation
for the home buying and selling frenzy that created the housing bubble.

The bottom line is that this mess was years in the making and lots of people
own the responsibility for it. Continuing to play the blame game is just a
distraction from the task at hand, and one that is not helpful to solving
the current mess.
