Only by people who somehow think this is new and did not apply to the 
Germans who came here in the 1700's; or the Italians, Polish, 
Norwegians, Orientals or any other large group of immigrants to America 
at any time in our history.  There where communities in Texas that 
German was the standard language for decades into the twentieth 
century.  Same with Scandinavian settled communities in the Great Lakes 
region.

It is not the first generation that learns the language by and large.  
It is the second that is bilingual and the third is mostly English.
