Remember they are in a war zone. Hell, they don't treat PEOPLE much better.

There are different rules there and now.

If the Iraqis had _options_ to otherwise control the situation, I too would
be moaning.

This would not be acceptable in Georgia. Or England. Or Israel. It happens,
sure. Just reread the Vick testimony if you doubt that. Or go to a garbage
dump in FL on a saturday night. But societally it just isnt done.

But remember that Iraq cannot often feed its own people. Homeless people
still struggle and starve. There are places without roofs. Without running
water. Without electricity.

Worrying about the humane treatment of stray dog packs is not high on the
list for them.

Not, truthfully, should it be at the moment.

But, it _needs_ to be. It is a good indicator of civilization.
