WHERE in there does it say anything other than they are trying to combat the
dog population?

"we have decided that we should help with the extraordinarily large wild dog
population here in Iraq."

I'm trying to understand for my own reading comprehension where that says
"lets displace our anger and vent frustration."

I mean if we're going to read between the lines, tell me how to spot the
hints.
