Well collies are work dogs, so it's no wonder he prefers the great outdoors.
I'm assuming that's why he's an outside dog?
I don't have any experience with a crested as my preference is much more on
the large side for dogs; and, interestingly enough, for breasts. However I
don't think either fact is relevant to this. I suggest taking them both for
a walk/run right away when you bring home the new one. If you establish that
you are top-man right away you shouldn't have much problem bringing the new
one into the mix. Just stay on exercising them together and you should be
good. As long as their both looking to you as the leader they'll both be
happy being followers.

Out of curiosity...

- Can the collie come inside if he asked?
- Can the new one go outside if he wants?
