You can do that now... Doctors are not assigned to you, you do not have to use a doctor in your insurance (out of network). But, if I am in the ER because I just dropped from a heart attack, I am not going to Google Blogs for a Cardiologist. Maybe if I wanted a penis enlargement I would shop around.
