The problem is in your assumptions.  Run the scenarios:

* The UN, the US, whoever, openly helps the protesters, they get to
power and they begin the mass killings.  Or
* The new power starts killing the helpers.  or.
* The new power AND the old power start killing the helpers.

Oh, hey.  Guess what?

That's called Iraq.
