I'd actually go for a mix of cardio and weight training.  Muscle mass
burns fat, so the more you have, the more it accelerates your fat
loss.  Muscle does have weight, so you will actually gain some weight
due to the additional muscle, but in exchange you will be burning the
weight from fat off more quickly.  Usually you will lose the fat
faster than you gain the muscle, so you still lose net weight.

Going all cardio to lose weight or all strength training to gain
muscle are less effective than doing both of them in combination -
IMHO.

Depending on how much you have to lose, you may not be able to see the
muscle till you've uncovered the fat on top of it, but it will be
there and you will feel it pretty quickly even if no-one can see it at
first.
